The city of Eluria is sectioned off. The central section has high walls that separate it from the other sections, each of which also has walls. There is two layers of walls around each section, each with it's own draw bridge and a moat between them. The walls have wooden planks to connect them, easily removed should someone take the first of the walls. The inner wall for each has gatehouses and fortification, making it even harder to invade. The total number of sections is 11: The central section, and 10 sections around it. Outside the city walls, there are small towns, clinging to the city.
There is a vast central palace made up for the council, on which Jingzu has a seat. Other than that, the city is vast, the central part alone housing thousand upon thousands of people, yet still giving everyone enough room to not seem crowded.
A great forest surrounds this city, with a river running through some of the sections and a lake outside of it.

In addition to the usual laws one might expect, there are a few others. This list will grow when I'm not being lazy:
Physical:
Weapons must always be sheathed or otherwise rendered harmless during your stay. The punishment for this law is the Disjoining of your weapon, followed by having it shattered. Exceptions: You may draw in self defense. Council members, military, and guard may carry unsheathed/harmful weapons, as can those who are given special permits. This last one is very, very rare.
Magic: Compulsions are against the law. To use a Charm spell on someone is considered an attack on free will, and is punishable by death. Do not get caught doing this, for your own sake. Exceptions: None.
You can get away with breaking these laws, of course, but if you are caught, you will not be a happy person.
