*He smiles back and sits down after closing the door behind him*
My Lady, I am as you may know a representative of the Nightshade Corporation. My name is Denar Alzoken. Our Corporation is concerned for those refugees, both for their sakes and those of the city. There are thousands of them and the city just cannot house them all. We would help where we can, of course. So we were planning to set up a refugee camp outside of the city walls, using our contacts to provide for these people. However, we would of course need Council approval for this (you might have decided to send them away altogether, or direct them to somewhere else), and if you would give us your consent, we would need to rent a piece of land outside the walls, large enough to house fifteen thousand in tents.
*He smiles pleasantly*

-She smiles pleasantly while listening and nods as he finishes.-
A noble effort, Denar. I hope this will help clear the Nightshade's honest name.
-Aerlinn pulls a paper from a stack and writes out a form. She hands it to Denar when she finishes it.-
Permission granted. The price is on that form and will gain my second signiture once it is payed in full.
I'm very glad you are doing this. The shanty towns would have had some trouble with the sudden population boom.

*He takes the form, gets up and bows again*
Thank you truly my Lady. It is our honour and pleasure, of course. Thank you again. I will not take up any more of your time.

May your days be long and filled with sunshine, my Lady.
*He bows again and walks downstairs to leave the Spire, whistling*

*Light poured down from the Heavens and onto the Spire. The Spire flashed for a moment and a half-dome of shimmering light surrounded Eluria.*

-Rift wasn't very surprised by the light, but he was caught in it. He gazed out over the city. The barrier seemed to add to its beauty... and yet...
The other Council members were in a complete buzz of activity.-

-The guard had informed the Council. It wasn't long before Head Councillor Echnaton Goslik sent someone to Councillor Rift to ask if a gate did indeed open in that tree, and if such was possible. Rift said yes to both.
Rift had watched that event, quite by accident. He didn't expect such an odd occurance, and he was highly curious what that creature wanted with that Zu'ling. He found it even more curious when he couldn't Divine what this creature was. He was very likely a Kyton, but there was something more... and this excuse showed that he wasn't the only one having trouble with Divinations. He had been shown the same thing as all the others. He watched on with interest, keeping a careful eye on this creature.-

*The elf appears inside the Spire lobby, and imperiously sweeps past the guards, until someone asks what she wants with the council. I do not wish anything, I require audience with them.

-The guards look at her, a little perplexed.-
"Miss... do you have an appointment? Or a sponsor? The Council is very busy."

Appointment? *She stares incredulously at the guard. Since when do I need an appointment? Or a sponsor? Wait, you say they are busy? Seek out Lunaria, inform him that Ka is waiting, and will wait a short time only, to see him. *With that she turns from the guard and begins to pace back and forth, waiting.

-The guard = . He sees this all the time.- "Ok, miss. We'll send him a message. Please wait, this may take awhile." -He gets someone to deliver the message and waits. A few hours later, the messanger comes back and shakes his head.- "I'm sorry, miss. The messanger tells me that Councillor Lunaria doesn't know anyone important by the name of 'Ka'."

Very well, perhaps he has forgotten. All the better for me. Tell him the blood mage sends her regards, and that she is interested in his city. *She laughs at herself, not having realised that their meeting was so brief. His hatred of humans had made a deep impression on her, but perhaps she had not made any impression. She was after all, just another face in a sea of elves.
*Turning to leave, she quickly leaves a glowing sigil of blood in the air, her wizard-mark, and walks outside the tower, glancing again at the guards. The sigil pulsates softly, not dissapearing, but also not interfering with anything. It's just waiting to be read by the correct eyes.
