The City of Doors, the Cage, the Little Ring... this is Sigil, the ring around the Spire, where the Lady of Pain calls kip.
The city itself is built within a torus (that's like a big wheel) that floats in above the Spire at the center of the Outlands. Really, it shouldn't be able to exist, what with the Spire so close by...
Spells work just fine here and a body has no problem living here, except for all the smoke and polluted air... and the razorvine, cranium rats, Fiends, cross-trading knights, and a population of generally surly berks. Most say the Lady keeps the place from being drained by the Spire. Some say she even built the place. There are way too many theories to even bother trying to think about it...
Sigil's informally seperated into wards: The Lady's Ward, the Clerk's Ward, the Lower Ward, the Guildhall and the Market Ward (which are often counted as a single ward), and the Hive Ward. Each Ward has its own general purpose.
You can get essentially anywhere from Sigil. There are portals all over the place, in archways, in doors, in manholes... they don't call it the City of Doors for nothing. Be careful, though... you can see a portal open before walking through and all, and Outsiders can always see a portal, but sometimes you have very little time. Almost anything can work as a portal key... you could be singing a certain tune at a certain time of day while jumping out of a window and end up in Mount Celestia... or the Nine Hells of Baator.
A word of advice: Leave the Lady be. Don't talk to her, don't ask her for help, don't worship her, and certainly don't antagonize her.
