The cultural description is mostly in Shanel's discription. I'll make a more general one when I'm less lazy.
Lycian Elves
Lycian Elves are a proud race that avoids civilization. Many people view them as barbaric or savage, but in fact they tend to be very noble and have a developed code of honor.
Personality: Lycian elves as a whole are proud almost to a fault. They will go to great lenghts to prove their abilities in an area, especially tracking. Infact, many Lycian elves begin adventuring because of where their hunt leads them. They will carry a grudge to the grave, but even among evil Lycians, betrayl is very rare. However, they tend to be very gruff to anyone not of their race untill they prove themselves.
Physical Description: Lycians are shorter than most elves, though less slender, usually between 4 feet to 5 feet, occasionaly reaching 5 and a half. However, they are very tightly muscled, weighing in around 110 - 145 pounds. They are covered in a thin, light gray fur that looks like skin unless touched, similar in coloration to that of wolves, and their hair is usually white or gray or black. They always have golden eyes that reflect light more than most humanoids would. Their ears also have a distinctly canine apperance.
Their clothing is simple and often well worn, clothes suited for a simple life outdoors. They have the elvish fine features and grace, but offset that with a sense of strenght most elves just cannot match. They reach adulthood at 65 and can leave to around 500, making them shorter lived than most elves.
Relations: Any race that prefers life in the city to life in the wild is regarded by distrust by Lycian elves, but on a whole they judge members of a race by indivudual merit, not by overall sterotypes. Rangers and Druids of almost any race are viewed highly by Lycian elves. They dispise gnolls, however, and a Lycian pack will go out of their way to hunt down an gnoll pack.
Alignment: Lycians are free loving, and each is encouraged to find his own code of honor of form his own pack if need be, so they tend towards chaos. However, they are not of any particular alignment on the good-evil axis, though many are neutral in that regard.
Lycian Lands/Society: Lycians have no set lands. Their "lands are wherever the pack hunts. They tend to avoid any city by at least twenty miles. There is almost never any trace a lycian elf pack has passed through a land - they never waste any part of it, and almost never leave a permant mark on a place, beleving such things are wrong.
Lycians run in packs of usually 25 adults and that many pups, or children. One Lycian is the Alpha, male or female. The Alpha is chosen in a highly ritualized combat that never results in death and very rarely in bloodshed. However, the defeated combatant always leaves the Lycians and lives alone, avoiding other Lycians, untill his or her death. Even among evil Lycians, defeat in the battle of leadership results in this.
Religion: Virtually all Lycians worship Vosilliol, the Lycian god of the hunt. A select few worship Corellon Larethian, but those tend to be viewed as domesticated by the majority of Lycians. Some Lycians also worship other nature gods and hunt gods. Erythnul is sometimes worshiped by evil Lycians.
Language: Lycians speak a rough, barking dialect of Elven and also can speak Wolvish, the language spoken by intelligent wolves and werewolves.
Names: Lycian names tend to follow a somewhat rougher form of other elven names. They do not name their family, instead, they name their pack.
Pack names: Gnollbiters, Longrunners, Moonwatchers, Nighthunters, Stormfangs.
