"There may be problems with it, but in principle, yes. It really depends on the morals of the person who compiled the book. Evil casters cannot use books like this that were written by (and for) non-evil people.
There is also the problem of verification - for both of us. We need adequate safeguards, no?

I cannot be sure - but I believe it is written by and for those with no moral extremes. I will confirm this before the deal is finally struck.
As for the question of safeguards - what can you offer that might be adequate?

Here is fine with me.

My friend may not have one of those to hand. I can ask though.
Why don't you make a few other suggestions, and we will see what can be made available.
Perhaps you can let me have them in say, an hour? Then I will visit my friend and you can check with yours, and meet back here in a day or so?
You can also use the break to find a wizard capable of verifying the book.

My friend is willing to go part of the way. He can raise the monetary offer to 200,000 jink. Alternatively he offers the spellturning ring and 50,000 jink.

The other items he can offer are the Staff of Passage and 30,000 jink, or, if you are willing to wait for a few days, the Tome of Clear thought you requested, with no cash. That is contingent on one being located.
